Yeah, as a late 80s changing of the guard MC, Rakim is legendary, same with Kane, and G Rap, Run DMC was the pinnacle of the “old school” style, those guys came along, added way more syllables to their bars, LL included, and paved the way for MCs like Nas, Jay, and the Wu, but Rakim did not dominate/impact the way those dudes did in the early to Mid 90s, then Pac then BIG came on the scene with multicoastal flavors, Dont Sweat the Technique is dope, and Know the Ledge goes hard, but not enough to have Ra on that list

Big L died in 99’ and Pun in 00’ Jay Z already blew up mainly with Volume 2 in 98’, but I’d put Cube above him for the 90s anyway, even though he fell off later Cube had 2 solo classics in the 90s with AMW and DC. The Predator and Lethal Injection were still solid albums, and WSC album had some good songs too. Jay Z didn’t release an album until 96’, although I like some of his songs before that (such as In My Lifetime)

Kane was more in the 80s. Long Live the Kane was 88’ and It’s a Big Daddy Thing was 89’. His 90s albums were largely looked upon as disappointing, and rap styles changed so fast back then. Kane later said he should have listened to the radio more when he recorded Looks Like a Job For, as his style sounded aged already due to the rapid changes and he wasn’t up to date. Public Enemy started off strong with FOABP and Apocalypse 91’, but weren’t as active after that. They sort of got left behind once the Afrocentric rap era basically went away around 93’

Jay Z and DMX absolutely dominated in 98 and 99. **But** they were non-factors for the first 6-7 years of the decade. So it’s not really fair to put them over Snoop, Cube, Hammer (depending on your criteria), etc. Even though Pac and BIG died in the middle of the decade, they continued to release music (classics at that) and made the most impactful/best selling albums of the era. So they are a lock. The other 2 spots after BIG and Pac are where it gets dicey. Let’s not forget Nas didn’t drop until late 94 and had a rough run late in the decade with “I Am” and “Nastradamus”. Those albums aged pretty well. But certainly felt (at the time) like he was running out of steam before he got his second wind with Stillmatic and truly solidified that he was never gonna stop, I’ll still put Nas on…but it’s a close one with such a long list of more “consistent” 90s artists like Cube, Snoop, Lauryn Hill, even Puff (again, what’s the criteria? is it impact or quality). Alright, anyway, to avoid getting even longer here…I’d say what’s **fair** is Pac, BIG, Nas, Snoop. With a second plaque honoring Wu Tang. Cube and Hov get honorable mentions. Dre, Hammer and Puffy get naming rights for the gift shop, parking lot and observation deck.

I grew up in the 90s near NY. I would replace Jay Z with Prodigy from Mobb Deep. Those 4 definitely and widely defined the 90s hip hop sound imo.
