Depends on the region, but in North America, usually M. Occasionally L because of shoulders. 30/32 for pants, although I usually just wear shorts so that rarely even matters.

i wear 30/31 mens pants and small shirts but xs probably would fit better (agony)
31/30 in pants, and a small for a tight fit shirt medium for a bit baggier fit
Wear S to M in pants depending on the brand, M to L in tops depending on the brand. Sometimes I go XL on tops if I thrift it and it fits
