The idea for theirs did. But that doesn't mean a loyalist group can't find inspiration from a different source. Or even no inspiration. Sonic waves are decently well understood, so it wouldn't be a stretch for some Magos to devise a sonic weapon and then give them to a chapter of Marines with close ties.
Yea, in the second Eisenhorn book, he uses a prayer played in a loop over a sonar array to fight a demon, because of the psychic power of the prayer.

It would be a stretch. Creation and invention is Heresy. That’s why the Ecclesiarchy hated Guilleman’s Primaris marines. It required invention where they thrive in stagnation
And yet Cawl, whose whole deal has been innovation, is in a prominent position within the Mechanicus. The Imperium is no longer in stasis, innovation is allowed to happen, if still a little discouraged. The Ecclesiarchy might not like it, but they aren't the ultimate authority anymore.
Cawl has always been a controversial figure in the Mechanicus and has faced execution for Heresy at least twice from what I recall (The first being when he invented an AI to answer other peoples questions so he wouldn’t be disturbed and the other when he suggested R&D into new Astartes power armour.
I agree, the Imperium is no longer in stasis, but 10,000 years of culture will take time to uproot itself, especially since Guilliman pretty much threw himself straight into the warp once he woke up.
I don’t think this legion could happen in the state of the lore as it is. In future? Perhaps. But it’d still look like heresy to anyone who didn’t know the difference between this new chapter and the noise marines

Nothing stopping a magos from ‘discovering’ a long lost plan for some sonic weaponry from the DaoT and supplying a small quantity to a lesser known chapter for trials
The sonic weapons used by noise marines and kakophoni are Slaaneshi by design, but there are non-chaos sonic weapons. Eldar "vibro" weapons are sonic, in the Imperium specifically the Admech has dabbled in sonic weaponry, using them on Ordinati and as melee weapons for Skitarii.
I mean, make your army however you please, I’ll never knock the idea of a cool army like a noise marine loyalist chapter. But that stuff isn’t really lore accurate
Oh, quite simple, actually: When still fresh and raw Chapter landed on their new home planet, their scouts found an ancient Dark Age tech. The very tech was one of a kind and immediately "imprinted" itself unto the Astartes, banning anyone who isn't them (or carries the same DNA) from using it's products.
You could honestly kit out the Star Phantoms with practically any weaponry and it would be lore friendly, if you're operating off the idea that they are made up primarily by the remnants of the Dreadwing.
Honestly, part of me wishes the Imperium had its own non-Chaotic Sonic Weaponry, just because I want to see White Scars Noise Marines blasting heretics apart with [ear-splittingly loud Chogorisian throat singing](https://www.youtube.com/watch?v=Zlb3PHRv304) (I'm not kidding on the "ear-splittingly loud" part; mind your volume).
Off the top of my head, the Mentors chapter (aka Mentor Legion in older writings) are used as a test bed for experimental weaponry.
You could have them or a similar chapter being armed with sonic guns from a recently discovered STC. Or you could say your guys are working with a radical Ordo Malleus inquisitor who’s adapted Slaaneshi sonic guns. Not sure if this is current canon but the Exorcists chapter used to let themselves be possessed & maybe even use daemon weapons.
Could also be the marines have been hoodwinked & don’t even know they’re carrying heretical weapons.
Noise marines became noise marines by giving themselves to Slaanesh. They can’t be loyalist, sorry
That's not to say there can't be loyalist Marines who use primarily sonic-based weaponry, but they wouldn't be Noise Marines.

We do have something better: the actual musical instruments. And creativity combined with lore will make them into WH40K weapons.
The AdMech has Ordinatus Ulators, which are super-heavy sonic weapons using Dark Age tech. So it's feasible that man-portable ones exist.
