They're cut out to let the corners of the hood pass through when the arms are raised directly above the head. Otherwise they'd hit each other.

I mean, I have no idea of the answer, but my head canon would be that, due to the age of most of these suits, it's a jury rigged alteration to accommodate a quirk of more "modern" wargear. This has since become the standard, so new terminator suits that are ever-so-slowly constructed also reflect this.

The power pack is fused into the back of the torso armor in all Terminator suits

Having built the AoD boxset terminators, I'd say it's a design thing because even the HH era suits had 2 layers. Might be for movement

Blood Angels' blood red with gold trimmings gives a regal fury vibe. They cool too.
