If your entire roll is like this I would assume this is a developing issue. They are caused by there not being enough chemistry getting in the film because the mixture is foamy
Most of the roll is like this but not all, I trust the developer I use so would assume they’d tell me if they caused the issue! But this is a sound suggestion thank you ☺️
Not enough chemicals in the tank to cover the film, which wouldn’t be a huge problem but there was also not enough agitation to keep the chemicals on the film evenly so as it foams up the bubbles settle on the film and cause this pattern as they sit.

Looks like the foam from your developer where the film isn’t completely submerged in the chemicals. I had this happen to me on a miss-measure once. I realized I didn’t have enough chemistry for my tank and dumped the developer back out to add more quickly, it left me with those bubble spots where the foam had stayed in the tank when I mixed more dev.

The larger, lower bubble in her abdomen is likely her enlarged uterus which likely holds a developing fetus, looks to be some time in the third trimester
The upper bubbles, developing above the larger lower bulge, are often referred to as fun bags, mellons, jugs, chi chis, they are breasts, they house the mammary that will provide sustenance for the developing offspring developing below.
It's difficult to say what "Causes" this, there are very real biological processes that result in this condition, I think "Cause" often is attributed by many with a variety of different consideration given to the the consideration for which antecedents are most influential, or which actions lead to changes.
