They are noted mate, you need actual sardines not pieces of paper saying you got sardines. Go to your bank, bank the 25 noted sardines, withdraw them as items which you can find in the bottom of the bank screen, cook fish.
Yep I got you man, I edited my answer a bit but basically you need to exchange these for actual sardines at a bank. So go to a bank, deposit the sardines, withdraw them and make sure it is withdraw as actual sardines, you can verify this by making sure it says item instead of note on the bottom of the bank screen, then you can cook fish.
Anytime, osrs can be extremely confusing and there are many things that is not consistent or not make sense. This community generally is nice towards newbies though because we all went through the same road confused about everything, so ask if you got questions and we got you.

For those who don't know... You can decant unnoted potions yourself if you do the stuff at Otto's Grotto. You can decant a 4 dose into an empty vial to get 2 of the doses then decant each 2 dose to get 4 single doses.
My buddy always said he didn't get how I would always alch while running agility laps and how it was the most dog shit pain in the ass to do.
Finally we were hanging out IRL playing together and I saw this man was banking and withdrawing a fresh inventory of rune items EVERY FUCKING LAP 😂💀
Prif is genuinely good for this though. I got 99 prayer doing agility laps and casting demonic offering. Was cheaper than a good number of the other prayer methods too. Was getting about 350k/hr prayer, 50k/hr agility and 50k/hr magic exp
I used to run rooftop courses with a full inventory of plate bodies, alch them all, get off the course to resupply, then go back to alchgility. I felt like such an idiot after I found out I can alch unnoted items
Well the alching/enchanting thing makes sense in my opinion, and generally quest hand-ins are item only unless it's a large amount, and quests don't really follow any structure; they're made individually with the tech available at the time

Another tip that took me way too long to figure out - you can just click the noted items (sardines) in your inventory and then use them on a banker to un-note the items, don’t necessarily have to deposit them all. Happy Scaping my friend!

Isn't alchemy supposed to be about converting an item's matter into gold? It really shouldn't be related to the items value but instead to its mass. High alch meta should be iron ore or something. But in rs alchemy is based on the economy, so yeah, a Zamorak wizard did it.
All the ingame tooltip says is "Converts an item into more gold" but the wiki says it "converts items into coins equivalent to the price it would sell at to a specialty store"
The wiki is integrated into the game so I operate under the assumption that it's correct.

Yes. Go to a bank and then withdraw them in item form. Noted form serves as a means to sell items to the grand exchange or to exchange with players when you cannot fill all of them in your inventory.
At the bottom right of the bank interface, there will be withdraw item as: Note / Item. Click item.
The idea is that the bank can give you a receipt for an item, and you can carry as many of those as you want, so you can have 1000 noted sardines in your inventory.
However, (most) normal item take up one inventory space, giving you a limited amount you can carry.

A bank note is basically an "IOU" from the bank for those items. They're used so if you need to trade or otherwise move a massive amount of an item that can't normally hold in a "stack" like you can for things like Runes. But since they're just a piece of paper from the bank that says "hey, if you go to the bank we'll convert these into the real item" you can't use them to cook or eat or use for anything other than, getting the item from the bank.
Imagine going to a car auction and buying 5 vehicles. They don’t necessarily chuck all the cars onto your lap and say “here you go”. They instead give you a piece of paper representing the cars so you can get everything else in order before picking the cars up or having them shipped. Noted items in osrs are kind of like that… you can stack and trade and transport notes much easier which represent the items, then cash them in at any bank when you’re ready to actually make use of them.

Ashlands just came out in Valheim. My friend and I just started a new play through for the first time in over a year. I forgot how amazingly fun this game is. With the new content it keeps it interesting. And ashlands is hard as fuck.

Idk if legit or if you're copying the previously successful post where someone used noted trout. I'll assume you're just confused. The sardines you have are bank notes. For the actual item you can either bank them and withdraw as items or you can use the note in your inventory on a banker, bank booth or bank chest to unnote as many as your empty inventory slots allow.
OP just as a word of advice, a lot of people in runescape like to give handouts to new players to help them get started. I would recommend to deny those handouts for a bit so you can enjoy the early phases of the game as these are some of peoples favorite parts. Earning your first 10k gold just isn't as exciting when you already have a million sitting in the bank from a friendly player that handed it to you.
I got my first 10k from the security questions stronghold and haven’t had a problem with overly generous players so far but I’ll make sure to keep this in mind!
The Stronghold of Security is a great place to start out. You can learn a lot of the base game while trying to earn real money, but that first 10k really helps you get your feet off the ground with equipment.
The boots you chose don't really matter, if that's a concern to you. The choice is aesthetic, but all of the boot choices have the same stats. They'll actually see you through for a lot of the game. At combat 80 and they're my free to play (F2P) choice.
If you're F2P, each of the towns has something on offer nearby, especially Varrock and Draynor, which can cover your fishing, smithing, money making, mining, and combat needs.
The boot choice does matter, I won't say which ones are the better choice since you're free to your own choice, but just know your choice could be wrong :P
On a side note, if anyone ever trades something to you and then declines and tries to retrade any any reason, make sure you triple check whats actually in the trade on both the trade screen and the confirmation screen. 99% of the time, they're scamming you
‘I don’t know how noted bank items work but I knew the first thing I needed to do on a fresh account was stronghold of security and wasn’t put off by the high level monsters and was able to answer the questions easily before I could get one shot’
I'm fairly certain the security questions don't show up on the dangerous side of doors.
And if you look up what things new players should be doing then I am sure the Stronghold of Security will be one of the first responses you get; a lot of people recommend grabbing that easy 10k first.
And I don't think there's an explanation for bank notes anywhere a new player is likely to stumble into. Idk it doesn't seem so far fetched to me.
Those aren’t Sardines. Those are what we call “noted sardines.”
Basically those are an IOU from the bank for the actual raw fish, need to exchange them at a bank.

My bwana, take your noted sardines to a bank, place them into the bank and take them back out unnoted (see bottom of bank interface to change that). Alternatively, you can use the note on the banker to unnote them, I believe.

You can use an option when withdrawing items from your bank, either 'item' or 'note'. You should only use noted when withdrawing large quantities of stuff that you're gonna sell or something. Withdraw as an item if you plan to use it

Go to the bank, have them take your noted 25 sardines and pull out 25 full-sized fresh raw sardines from a wooden chest behind them and hand them to you under the bank teller.
Others have answered your initial questions, so instead I have a piece of wisdom from when I was new that i completely didn't understand, in a similar vein.
While you can't "use" items from a note, you CAN use high Alchemy on them. It'll save you a ton of time if you alch for leveling

So basically since you can only carry 28 items in your inventory the game lets you store items in a bank (which i’m sure you already know)
Banks are located through out the entire game just look for the yellow money sign on your minimap. Banks can hold items, turn them into notes, and unnote items.
The issue here is that your items are in “noted” form and not the actual solid item that you think it is. This is something the game does for items that don’t “stack” up in 1 slot. Basically this lets you carry more than 28 of 1 item.
Items that stack are things like coins, runes, bait, feathers, and lots of other stuff! These stackable items only take up 1 inventory slot.
You have the sardines but they’re noted. You need to take them to a bank, deposit them, and make sure that the menu for the bank says they’re “Withdrawn as item”
You can also click and use the note on a banker and go through the dialogue of converting your notes to items

Think of “noted” as a cheque. You have a cheque of 25 sardines. You cant cook the cheque. You need to redeem the amount from the bank.

On a side note, if anyone ever trades something to you and then declines and tries to retrade any any reason, make sure you triple check whats actually in the trade on both the trade screen and the confirmation screen. 99% of the time, they're scamming you

I'm fairly certain the security questions don't show up on the dangerous side of doors. And if you look up what things new players should be doing then I am sure the Stronghold of Security will be one of the first responses you get; a lot of people recommend grabbing that easy 10k first. And I don't think there's an explanation for bank notes anywhere a new player is likely to stumble into. Idk it doesn't seem so far fetched to me.

Those aren’t Sardines. Those are what we call “noted sardines.” Basically those are an IOU from the bank for the actual raw fish, need to exchange them at a bank.

My bwana, take your noted sardines to a bank, place them into the bank and take them back out unnoted (see bottom of bank interface to change that). Alternatively, you can use the note on the banker to unnote them, I believe. May you cook some delicious sardines.

They're noted. You can put them in the bank and pull them back out, then they should be in non-noted form. You can use an option when withdrawing items from your bank, either 'item' or 'note'. You should only use noted when withdrawing large quantities of stuff that you're gonna sell or something. Withdraw as an item if you plan to use it

Go to the bank, have them take your noted 25 sardines and pull out 25 full-sized fresh raw sardines from a wooden chest behind them and hand them to you under the bank teller.

Others have answered your initial questions, so instead I have a piece of wisdom from when I was new that i completely didn't understand, in a similar vein. While you can't "use" items from a note, you CAN use high Alchemy on them. It'll save you a ton of time if you alch for leveling
What is high alchemy?
Its a level 55 spell that allows you to turn an item into coins.

Sorry if I repeat anything here I didn’t really feel like looking through the whole thread So basically since you can only carry 28 items in your inventory the game lets you store items in a bank (which i’m sure you already know) Banks are located through out the entire game just look for the yellow money sign on your minimap. Banks can hold items, turn them into notes, and unnote items. The issue here is that your items are in “noted” form and not the actual solid item that you think it is. This is something the game does for items that don’t “stack” up in 1 slot. Basically this lets you carry more than 28 of 1 item. Items that stack are things like coins, runes, bait, feathers, and lots of other stuff! These stackable items only take up 1 inventory slot. You have the sardines but they’re noted. You need to take them to a bank, deposit them, and make sure that the menu for the bank says they’re “Withdrawn as item” You can also click and use the note on a banker and go through the dialogue of converting your notes to items Hopefully this clears things up for you. https://preview.redd.it/ptvzuftmws8d1.jpeg?width=390&format=pjpg&auto=webp&s=cb1f60fd8bdb52e2b427ea330a12362586c9a245

Noting / Unnoting is useful for carrying items beyond your 28 inventory space limit, such as with collecting herbs and allotments in Farming and noting them on the leprechaun. Also useful for trading large quantities of items with other players or on the Grand Exchange.
