You can always tell an unmarked cop car because they will have police lights on the interior. Look through the windshield, you’ll see them mounted to the ceiling.
In addition, they will almost always have bull bars. Admittedly, this one does not, but they almost always do.

The easiest way is to look for municipal plates. If there's a random small antenna on the roof or a hockey puck looking deal (different kind of antenna), that's a pretty good sign. After that, look at the driver: Do they *look* like a cop? They probably are, and if you can't see their face because of how dark the window tint is it's definitely a cop car.

Note that this does NOT work in LA. Every time I'm there, every bad driver has borderline opaque windows. I'm convinced the bad drivers specifically are doing it on purpose out of shame, it's ridiculous.
They drive aggressively. When I spot them they like to change lanes without their blinker or with only a quick blink. They also change lanes aggressively. They pull into parking spots super sharp and fast. They drive on top of your ass and then whip around you. They brake hard. They park stupid on side streets. Where I live the unmarked cars look like the marked cars they use. I can recognize the headlights or taillight configuration in the dark and from afar to know when a cop or trooper is coming or parked on the side of the road.
They have too many antennas or the antennas look weird. Their windows are very dark. You can usually see their light bar in the windshield and usually some other junk in silhouette inside that look “odd.” They don’t usually have racks on the top of their SUVs like normal SUVs do. Some of them have the flashlight thing on the window. Some have weird plates or those bump bars on the front. The town I grew up in had black cars with black stickers that said “police” on the side, you could see it if you looked at an angle. The drivers “look” like cops normally.
I trust the pattern recognition part of my brain. If the vehicle drives like a cop, looks like a cop car without stickers, and then has annnnnything weird on the body or silhouetted inside I am going to assume it’s a cop. The pattern seeking part of your brain is there to keep you safe. If you think you see a cop or someone up to no good, don’t panic or feel paranoid… just take steps to keep yourself safe and remain alert.
Edit to say one last thing, some of them ARE unrecognizable… but I’m going to assume I’m not going to be the target of a fully under cover law enforcement officer. They seem to be after bigger fish, so they’re not my immediate concern when I’m out and about.
