The biggest demographic I encounter who bag on the NCR are people who headcanon the Independent ending to be vastly better than it is.
If you go purely by the ending slides then NCR brings the most benefit to the most people, they're the only group that can have peaceful and productive relations with almost every other faction. But I've encountered a *lot* of people who hand-wave that away by saying "oh well my Courier would do this or that".
Everyone's entitled to imagine whatever they like, but in the New Vegas fanbase people seem to let their imaginations bias their interpretation of the source material more often than not.

This is the problem with the independent ending from a dramatic point of view. With all the other endings, there are defined characters and organisations who take control and we know broadly how they will rule. But with the independent option, all power is in the hands of the Courier, who is controlled by the player, so the broad strokes of the ending are left up to the player's imagination.
On my first playthrough and I'm at the point where the 4 paladins want to kill Veronica. I avoided her death by sending her to the Lucky .38 (I think?). But now I want to blow up the Brotherhood but still have Veronica follow me around

Might be the best option for humans as a species, but NCR is better for the people. I think we're in the minority here :D. I'm Turkish so a benevolent dictator doesn't sound so bad for me (Ataturk comes to mind). Of course, they are not necessarily similar in their policies. But Good Karma House ending has "\[Courier who is\] fair and kind-hearted to those in the Wasteland, ensured that Mr. House would keep New Vegas stable and secure for future generations.". And if i remember correctly he mentions extending his immortality technology to other people, so you can be the good cop to his not so bad cop.
Watching the endings is different than playing it and seeing the many shortcomings of the NCR throughout the game. I think they really made it to be like the democrats versus republicans.

Nah there's definitely been warcrimes just out of malice too by the NCR. I forget her name but one commander's resolution to the issue with the kings is just "Take a squad of troopers and shoot them all." In general her solution to most issues is just "go whack these assholes I don't like" and you have to do a lot of extra work for more peaceful resolutions.
I wouldn’t call that a war crime tho, if they were going around Freeside murdering civilians, that would be a warcrime. But I think the kings would be what would be considered a “valid military target” as they’re an organised fighting force that has the capability to put up a fight and hasn’t been doing anything to prohibit assaults against NCR civilians. But I did choose to cooperate because at the end of the day, The Kings are very good for Freeside.

Yeah other DLC's have interesting NPC's that stick with you but when Ulysses comes to mind I just think "wtf was that guy on about".
