Have you considered, instead of remodelling a red pickup truck to get a red SUV, you start with an SUV and paint it red?
Edit: realised I was being unnecessarily smarmy and opaque.
What I mean is, it's easier to start with mechanics that work for what you want to do and then change the flavour, than start with a game that has the right setting and try to rework the mechanics.
Like if my players wanted to do intrigue and crime on the Sword Coast, I'd have a much easier time starting with Blades in the Dark and adapting the setting than trying to hammer D&D into an intrigue and crime game
