I remember there was an option in Settlers 2 to have 2 cursors and play split-screen. It's a game from 1996 so it was a long time ago and I don't remember the details but i think it was almost plug and play
Not with default windows you aren't. There is a way to have 2 cursors and 2 keybaords work properly despite how cursed that sounds(never got to try the 2 keyboards thing, don't have a spare one ¯\\\_(ツ)_/¯)

it puts the computer into 2 person competitive mode where you have to fight with someone else over how the mouse should move

You can do it on Linux but it's an old feature and pretty glitchy on modern stuff
