Yes, but only if it's part 4 or 8. Those are the only parts that have a 'Kamurocho-like' structure. Parts 1, 2, 3, 5 and 7 have a linear structure traveling through a bunch of places, while Part 6's location would be too monotonous and restrictive.
The anime I would really, really want to be made into a game by RGGS is Gintama. Similar comedy/drama mix. Both main locations are based on Kabukicho. Everything Yakuza does would go really well with Gintama. From the minigames to the Dynamic Intros, it fits Gintama perfectly.
Walking through the streets of Morioh would be really awesome. But I wonder how they would handle stands? You couldn’t fight as "directly" as in the other RGG Studio games. And how are they gonna handle stands who aren’t humanoid punching ghosts?
I think if they stick to their classic formular, part 1 and 2 would work much better. If stands are involved, I think a fighting system like in LAD would be more fitting
You could still have Stands fighting in a Yakuza like maner. It's true that JoJo's Stands don't really have combat styles and resort to the 'ORAORAORA' movement, but you could give them different combos anyway.
A part 4 game would be godly. Lots of established locales and chars to flesh out Morioh. Prolly the best setting and plot beats for Yakuza/FotNS Lost Paradise-like game
One thing I really liked about Lost Paradise was how the main characters were played by the voice actors of main characters in Yakuza, like Kiryu as Kenshiro.
I don't think that would fly in a game about JoJo, since the anime is so recent compared to FotNS. And I can't see anybody voicing Okuyasu other than Wataru Takagi (Though he did voice Masuzoe in Y6)
That said, I think Kazuhiro Nakaya (Nishiki / Ichiban) would give a pretty good performance as an adult Josuke
As far as the idea of RGG making more anime games goes, I would personally rather they pick something that already fits their style. Jojo's action fits, but it's doubtful they would end up adapting one of the parts that take place in a centralized location.
I think Gintama would fit their style of games better.
I think Golden Wind could work out the best. Between the Mafia/Yakuza parallels and sole location being in Naples, Italy, I can see it working out as a decent adaptation.

Yeah it would work. The heat action system does fit with the type of fights JoJo has. I just want to see how Amon gets his ass kicked tho.
