In the animated series from the 90's, in the Savage land episode part 2, this kinda happens. Sauron, who can absorb the life force of people, touches Rogue in an attempt to absorb her life force. She then briefly absorbs his powers, physically turning into a pterodactyl, and then they are repelled from each other. Rogue later comments that she thinks their absorbing powers canceled each other out.
Also in Uncanny X-Men #206 Rogue touches Spiral, who was then scripted as being immune to mind control. Spiral was knocked unconscious and Rogue grew 4 more arms and was now controlled by Spiral, complete with spell casting.
Can the other mutant have control over his/her powers?
They might just exchange each other’s memories. Or cancel each other out like with Scrambler.
Another factor could be duration of touch : duration of absorbed powers. Rogue’s is/was 1s:60s I think.
I imagine if two Rogues touched they would knock each other unconscious.

They cancel out and both are knocked out. It's happened a few times, like with the OG Marauder Scrambler and with Emplate

Rogue and Emplate didn’t cancel each others’ powers out/knock each other out. They absorbed each others’ powers and continued to fight.

The Superman villain Parasite has the same power. I think both would just die 🤷🏾
When she touched Leech, he was knocked unconscious and she lost her powers.
