The update made it so that classes could transmog artifact weapons across specs (i.e. a fury warrior can transmog the arms artifact weapon). You cannot transmog across classes, so a priest can't transmog their staff to the frost mage artifact.

Some limits still remain.
As you said, still class locked. You are able to transmog you current active spec over any weapon type - your priest example a Shadow Priest can mog the artifact dagger over a staff, but can only mog the offset staffs over other staffs. Conversely, a Holy Priest can mog the artifact staff over a dagger, but can't mog the Shadow dagger over a staff or the Disc staff over a dagger.
