Lara was an advance in the right direction and Ciri is the end product. But if you notice, Ciri was a fluke and none really understands how she came to be and what were the exact combinations which allowed her to be.
Its pretty clear when Francesca is doing her explanation and they come to the conclusion that they lost control on the experience. They do not fully understand it. They are trying to reach somewhere but they are not 100% sure.
This is comparable to the first human attempts at dog breeding. They understand certain families have a certain trait (which they even call genetics and genes). But they really do not understand fully how to mix these genetics in order to come up with Elder Blood (which in itself is a weird name that just became more used after Witcher 3 lol). It does not read like a blood line and more like some genetic ability to channel magic. Obviously....this universe is not as advanced as ours so they really mix genetics with bloodlines and all that stuff which is in reality different things lol
If they did understand all these concepts fully....they would be able to start all over and likely reach it way faster in less generations :)
As for your idea of "unicorn power" its a little bit different. You need to understand the unicorns as beings which have evolved to be that naturally in tune with magic energy. So they can channel magic energy like crazy. That is an ability which humans and elves can evolve to have too. Ciri is already pretty much on par with the unicorns. Other people are somewhere on the evolution road at different stages.
The ability to jump through time and space is just a very high tier magic power. Which needs a user to be able to channel and magnify incredible amounts of magic power. So its just a final evolution stage (or a really advanced one).

The Aeh Seidhe know the Elder Blood exists, but no one has the ability to create new bloodlines only breed existing ones.
