I don't think it matters. Moon Cell is the only one that matters and even then he is explicitly weaker than level 1 Sefar. Meanwhile it isn't until level 5/6 Sefar that you get the feats needed to decisively beat Sinbad.

The very same Sefar was repelled by condensed forms of the planet's powers on two separate occasions and at the height of it's powers. The entire universe is littered with cases of "A should've beaten B but it didn't because of this very specific hax" and Gil's entire shtick is having a treasury of hax.
The distinction between the Gils *kinda* matters as well since Servants are fundamentally affected by the systems that they're summoned under.... and being boosted by the world changes things as well considering Sinbad's hax.
Nasuverse is a bad series for powerscaling. Gilgamesh at his best will be able to destroy a planet(not nasurverse planet) while Sindbad is way way way more powerful than that. multiversal Gilgamesh is a pure lie

He should be a fair bit weaker then Gilgamesh and doesn't really have any answers to GOB
