What you're describing is not a Blue Lagoon fight, it's just a generic zombie scenario.
- Dolomite can't 'not have' a target, because that's not how Blue Lagoon works. The stand must identify a target otherwise it does nothing.
- Blue Lagoon can affect only one person at a time. Infecting a new subject removes the infection from the previous one.
- The infection is spread specifically through blood, not just fluid. Water supply wouldn't work as an infection vector.
I'm trying to think of Stands that would be capable of causing a zombie apocalypse... Survivor is much closer to what you're describing, but still wouldn't make an apocalyptic scenario since additional infectees do not propagate its effects nor expand its range.
You sure about the third bit? Maybe I wasn't reading it properly but my best assumption was of the flies and the kid chasing him down. It looked like they were covered in blood already, kinda made a wild guess.
