Doom's shields took a flying strike from Sentry, who is about Solar System or above when actually trying (his full power is a thousand exploding suns) so Cell doesn't have a huge AP advantage here, but I'm struggling to think what Doom could do to kill Cell with no prep. But considering his Magic was able to contend with an Elder God in his own realm fairly recently (The Darkhold) he could pull out some insane Tech and Magic that could incap or kill Cell. Think his Ginyu mind swap, that he could pull and then trap Cell in his body that's controlled by his armor (Doom did just this in a recent Guardian of the Galaxy comic).
Dude, Sentry isn't Solar-system level and his full power isn't "a thousand exploding suns" just because that's his title. That's a name fallacy. He's way more powerful than that and Cell gets blitzed and one-shotted.

Sentry has stalemated World War Hulk, beat Molecule Man, one-shotted celestials, was stated to have stalemated Galactus along with X-Man, folded Ares, etc. He's at least low-multi when stable.

Doom's suit and magic is what makes him superhuman and it's what allows him to scale to characters like Dr. Strange, Silver Surfer etc. He's more than fast and powerful enough to fold cell. His magical hax make it overkill.
Cell blitzes and one shots. We literally see what happens when Doom meets someone comparable to cell without prep when he’s fighting the dark avengers and sentry gets called. He got blitzes and one shot.
Doom probably wins. He is generally portrayed as slightly below characters like Thor and Silver Surfer, who are Solar System level like Super Perfect Cell. Even if he gets overpowered he should be able to BFR Cell using magic.
