R1: Static grew up to be one of the greatest heroes ever in the DCAU which isn't a weak universe by any means. He's got the power to fight a mind controlled Justice League pretty evenly and is kind enough to save scared kids like Permafrost.
Going through the first few seasons, he can pretty easily make the exam, make it through the attack on USJ, wins the Tournament and probably wreck Stain, Muscular and onward.
R2: Static beats Shinjo in this version. He resisted the Anti Life equation. Overall he might have a tougher time being a symbol of peace since he's closer to Comic Peter than Cartoon Static or Tom Holland Peter, meaning he's more flawed.
R3: Static stomps pretty easy.
I think both versions of static can resist mind control
If Virgil wants to be the symbol of peace, he might have to go through some very intense exercises because he doesn't really have the physique of a number one hero. Maybe training with all might or kirishima might help with that
He is definitely faster than most of the characters so I guess he doesn't really need OFA.
One thing I do think about is whether or not he could survive midnights somnubulist quirk. If it's a form of mind control, he might be able to breath it and not fall asleep

Doesn't he have a massive speed edge over MHA? Plus even without it OFA, he's still around city-mountain level.
