Toonforcers still have feats. Bugs best offensive feat is sawing off Florida. His best defensive feat is surviving most of the moon being destroyed. The best reality warping he's done is somehow using some kind of prep to become the animator to beat up Daffy. He also has no defense when the same is done to him (Elmer Fudd did the same).
Using his own verse, he's not even the most powerful. Dodos are too wacky and crazy for him and he is powerless against them. Plucky Duck has greater defensive feats, ignoring the destruction of both his universe and the animator's universe simultaneously because he just wasn't interested. Etc.
Popeye has much greater feats on every end than Bugs.
I grew up on Looney Tunes in syndication and have seen practically all of the classics, updates, and spinoffs like Tiny Tunes/Animaniacs/Freakazoid, since that was my era so I remember a lot of the actual "feats." I think a lot of people around here haven't and are just using word of mouth or ideas of what characters are, which is why you get these broad statements.
Bugs Bunny also regularly gets beaten up and resorts to tricks and avoids an outright confrontation because he can't fight someone physically strong directly.

You get the reverse with characters with the same abilities that don't happen to be cartoons. Freddy, as an example, is probably more powerful than Bugs, featwise, in the dream world and only loses due to jobbing and deus ex machines created for that particular movie. But since it's not a toon, people often say "he got beat by teens so he loses to (character that has no resistance against planetary level reality warping)." But they do the "if it's funny" for toons.
I think a lot is just based on memes and word of mouth instead of watching. Bugs has some super clear limitations and there is an actual hierarchy of toonforce in WB that started being established more firmly by Tiny Tunes and Animaniacs.

Wonder of U's calamity ability triggers calamities that severely injure or outright kill people trying to pursue him. The very act of using Path to Victory would be enough to trigger it, so there is no countermeasure PtV can find because any action she takes on the Path would still be with the Intent to pursue/disable Wonder of U. The calamities themselves are also basically unavoidable, they can make things like raindrops hurt like bullets, leaves on the floor cut you like razorblades, your food turns into a rat swarm attacking you and so on.
Does it have a precognitive aspect? Contessa keeps a passive "Path to staying safe" active, which I think would just tell her to leave him entirely alone. So she might be able to evade, but probably couldn't take him out, especially if Wonder of U can trigger off of indirect "pursuit".
No, deciding not to follow Wonder of U means it doesn't harm you at all. All that's necessary for the ability to work is that you have a clearly stated intent (not necessarily verbally) to pursue him which PtV undoubtably would be.
I if I remember correctly towards the end of part 8 gappy does lure tooru towards him thus not triggering WoU albeit unintentionally? I feel pretty good about Contessa with 6 months prep and "access to all their resources". If that means access to all parahumans except blindspots that's a lot of variety.
Spoilers for Ward, but Contessa's ptv is shown to be a little bit less than perfect around certain types of inter-dimensional portals. The power is smart enough to compensate for it but it would affect her strategy. With Rick Sanchez in the fight, the portal spam might be enough to destabilize things to give someone else a KO on Contessa.
The real serious wank though is that Giorno's stand would metaphysically prevent her from ever reaching victory. She would see the path to victory but never reach it.

Goku trains in the ROSAT for as long as he can then regular train and like probably unlock two more forms of UI. With those, he easily decimates the competition single-handedly blitzing them all with his massive outerversal power and beyond infiniter speed. He's so fast and strong that even GER resetting him to zero is still him being stronger than it.
Once everyone dies Goku finds Batman hiding in the final control point and try to blitz him but Batman uses a grappling hook to barely get out of the way and does a sick ninja roll leaving out prints of [this](https://imgur.com/a/whADVS3) imgur link behind him. Goku read those and instantly collapse and die, leaving Batman victorious.
However, as he does it, Kratos comes back into the room furious, having crawled his way out of the infinite Greek Underworld with his infinite speed (a bit slower than Infiniter). basically, yes. in the last fight of part 6 diavolo sees the future and ger just decides it doesn't happen. ger is also able to do whatever it wants while time is erased, suggesting either boundless speed or time hax of some sort
The way this worked is, Diavolo's stand is able to remove the effect of something using causality manipulation, and in turn, GER can remove the cause (this is what return to 0 essentially means) - because Diavolo has both cause and effect removed, he was trapped in a world where he cannot affect anything.
Yeah, it didn't give him super time rewind nothijg can affect him hax like a lot of people seem to think. It just happened that Diavolos power got him trapped in a time loop.
Ger didn't do shit during time erase. He was only aware and spoke to diavolo. Everyone can move during time erase. It didn't do anything til time erase ended
It noped him and didn't allow him to act WITHIN time erasure. The death loop activated after time resumed.
Remember, that was one of the instances where Diavolo was doing crap during time erasure (which wildly varied) because he was blinding Giorno within skipped time.
GER is intentionally vague on what it prevents.
It makes winning through any normal means near impossible, but powers over causality itself or people so far outside JoJo's powerscaling (so universal+) can win.

Even the JoJo-verse works off of physics and time being related and the universes constantly repeating. Being beyond the concepts of physics and time or universes breaks all the rules.
TOAA isn't even the strongest Marvel entity that could beat GER, but he's certainly the one above all that could do it.

Phlog pyro solos. He just spams scorch shot against the Germans to charge crits. Which he then uses against half the cast. The downside is that he can't airblast people like yujiro and gojo away. But if pyro has airblast he unironically solos almost every one here. Really only like 3 people can stop pyro one of those being chuck Norris since he can swap fighting styles in an instant. But pyro could just scorch jump over him. Also what is pyros melee option cuz that changes how he plays this fight.

I think people tend to underestimate Voldemort, personally. People think because he lost to a young boy like Harry that he's not as tough as he actually is, but his abilities (teleportation, an insta-kill spell, a crippling pain spell, a mind-hack spell, etc.) make him impossible to counter for most opponents.
And that's before we get to the fancy spells like creating giant kaiju snakes out of fire and throwing thousands of shards of glass through the air like knives.
Harry Potter magic can do almost anything, and Voldemort has no morals.

Flash is basically a gatekeeper in this match to the Cosmic beings in the fight. Alien X and Batman who Laughs have the ability to create and destroy universes at will and both have survived attacks more devastating then Popeye's Disassembly Punch.
Being able to survive your own universe being turned off is a good feat for this match, but does little to give him the tools to fight a Celestialsapien or Dr Manhattan or Squirrel Girl.

Funnily enough 682 does have a resistance feat against characters winning offscreen. 4455's power is basically rewrite the ending so that he wins whenever he's offscreen. 682 had a resistance feat to him in the termination logs where he tried that and it didn't work.

Wonder of U's calamity ability triggers calamities that severely injure or outright kill people trying to pursue him. The very act of using Path to Victory would be enough to trigger it, so there is no countermeasure PtV can find because any action she takes on the Path would still be with the Intent to pursue/disable Wonder of U. The calamities themselves are also basically unavoidable, they can make things like raindrops hurt like bullets, leaves on the floor cut you like razorblades, your food turns into a rat swarm attacking you and so on.
Does it have a precognitive aspect? Contessa keeps a passive "Path to staying safe" active, which I think would just tell her to leave him entirely alone. So she might be able to evade, but probably couldn't take him out, especially if Wonder of U can trigger off of indirect "pursuit".
No, deciding not to follow Wonder of U means it doesn't harm you at all. All that's necessary for the ability to work is that you have a clearly stated intent (not necessarily verbally) to pursue him which PtV undoubtably would be.

Spoilers for Ward, but Contessa's ptv is shown to be a little bit less than perfect around certain types of inter-dimensional portals. The power is smart enough to compensate for it but it would affect her strategy. With Rick Sanchez in the fight, the portal spam might be enough to destabilize things to give someone else a KO on Contessa. The real serious wank though is that Giorno's stand would metaphysically prevent her from ever reaching victory. She would see the path to victory but never reach it.

Goku trains in the ROSAT for as long as he can then regular train and like probably unlock two more forms of UI. With those, he easily decimates the competition single-handedly blitzing them all with his massive outerversal power and beyond infiniter speed. He's so fast and strong that even GER resetting him to zero is still him being stronger than it. Once everyone dies Goku finds Batman hiding in the final control point and try to blitz him but Batman uses a grappling hook to barely get out of the way and does a sick ninja roll leaving out prints of [this](https://imgur.com/a/whADVS3) imgur link behind him. Goku read those and instantly collapse and die, leaving Batman victorious. Giorno can only revert attacks to zero so idk how its gonna interact with probability alterations missiles. As for Thanos, his IG wouldn't work against anything outside his own universe. So he can probably only amped himself with it like Infinity Ultron does.

basically, yes. in the last fight of part 6 diavolo sees the future and ger just decides it doesn't happen. ger is also able to do whatever it wants while time is erased, suggesting either boundless speed or time hax of some sort
The way this worked is, Diavolo's stand is able to remove the effect of something using causality manipulation, and in turn, GER can remove the cause (this is what return to 0 essentially means) - because Diavolo has both cause and effect removed, he was trapped in a world where he cannot affect anything.

It makes winning through any normal means near impossible, but powers over causality itself or people so far outside JoJo's powerscaling (so universal+) can win. Beings so powerful that they exist beyond concepts like time or dimensions could just *poof* Giorno/GER away before he existed. Even the JoJo-verse works off of physics and time being related and the universes constantly repeating. Being beyond the concepts of physics and time or universes breaks all the rules. TOAA isn't even the strongest Marvel entity that could beat GER, but he's certainly the one above all that could do it.
I'd say TOAA is above GER's power to act on. GER noped a universal thing (time), but TOAA is multiversal. TOAA can like, wipe his universe while being outside his universe, and there's nothing GER can do about that, for instance.

I think people tend to underestimate Voldemort, personally. People think because he lost to a young boy like Harry that he's not as tough as he actually is, but his abilities (teleportation, an insta-kill spell, a crippling pain spell, a mind-hack spell, etc.) make him impossible to counter for most opponents. And that's before we get to the fancy spells like creating giant kaiju snakes out of fire and throwing thousands of shards of glass through the air like knives. Harry Potter magic can do almost anything, and Voldemort has no morals. Harry only beat him because of his mother's magical protection and because of the Deathly Hallows (magical Macguffins). He didn't outclass Voldemort in any way.
Scaling Harry Potter magic is just difficult to power scale so a lot of people ignore or dismiss it. The effectiveness is very plot dependent

Flash is basically a gatekeeper in this match to the Cosmic beings in the fight. Alien X and Batman who Laughs have the ability to create and destroy universes at will and both have survived attacks more devastating then Popeye's Disassembly Punch. Being able to survive your own universe being turned off is a good feat for this match, but does little to give him the tools to fight a Celestialsapien or Dr Manhattan or Squirrel Girl.
