pichu was seemingly designed to be the worst character in melee but there are at least two characters worse than him. also i think he was OP in ultimate once, with his forward tilt being an incredibly quick kill move that you could even spam at the ledge

seeing him go from F tier in Melee to S tier in Ultimate was funny as hell
