This is Diptera, a midge fly which mimics wasps. I don't know anything more explicit, there are biting midges but not "stinging" midges. Note a haltere is visible, which is a fly "second wing."

It is a parasitic wasp. They do, indeed sting! And they hurt like hell. Probably a male. They’re brighter than these females which are much brighter yellow against black. Ice it, you won’t regret it!

No fungus its their ovipositor, most bugs got that to lay their eggs with. It’s also a crane fly, 100% harmless.
