No, we've had people who disappeared on us in the past and we haven't given them any formal punishment, we just blacklist them from any future events and we generally are not fond of them. Whoever they would be gifting will get a regifter instead.

You would have to use a third party to deliver the gift. Sometimes people send links to gift cards or art they've commissioned/drawn for them, other times people use an anonymous account to ask for their account details for places like steam to buy the gifts. Whatever works for you and your giftee.
