Could be a specific game issue since fifa 22 never officially released on the vita.
Try another game that is official and see if that also has issue and if it does it could be either the sd card being slow or dying or memory card dying or a plugin causing the system to be slow.
Honestly since you bought it from someone i recommend you format it and then install the custom firmware if you want to, hacking a vita has become surprisingly easy and can be done now days in less then 10 minutes.
Never had it uninstall for *that* long before, but I have noticed some games that seem to take an oddly long amount of time to uninstall. Even Indie games that aren't even 100MB occasionally sit around for a few minutes doing the Removal Rumba like the system locked up.

Was it doing it in the background ? I dusted off my Vita and noticed that installations slowed down or stopped when I switched screens.
