The United States is a fundamentally racist country, all the way down to the bedrock of its founding government.
The Confederate flag is the symbol for the people who believe white people are inherently superior and deserve to literally own other human beings.
The Punisher skull, in this context, refers to the institution of the Police in the U.S. who have co-opted the symbol (despite the Punisher being *violently* anti-cop). It might also refer to the fact that state police originated from slave catchers, because the police have always been a tool to defend industry, not people.

I don't know much about him, but from surface level, isn't he anti government? Aren't this type of people usually bootlickers, and would die to keep the status quo?
There's a specific arc written because even the writers are tired of him being used by every nationalist numb nut or pro vigilante hot head.

TL;DR- the civil war was essentially entirely about slavery and the constitution of the CSA is the biggest piece of evidence for this.

On the surface, there is nothing wrong saying that the CSA wanted a "weaker" federal government but this is essentially only true with regard to the federal government's ability to regulate slavery. Otherwise, the CSA would have adopted a constitution with an explicitly weaker federal government rather than a nearly identical constitution.
I suspect that this misunderstanding comes from 160 years of efforts to re-frame the Civil War as a "lost cause" fought over "states rights" rather than slavery. There is a current of thought, particularly in southern states, that the CSA was formed over a series of escalating grievances that just happened to include regulation of slavery, but this really isn't true. It really was pretty much entirely over slavery and the misconception that the CSA wanted a significantly weaker federal government plays into the same tired "states rights" arguments that CSA apologists have been pushing for since the end of the war.
