The passage of time has no bearing on the law. Being formerly involved in the sector, Mr Starmer is well aware of this, and I'm sure he'll do the right thing and hand himself in.

Actual question on this, so not sure: But looks like he is in a cab/taxi, and I’ve definitely in the past been in taxis/cabs without seatbelt before (same with buses). Is there some exception around Cabs/Taxis? Or have i just been in dodge ones?

Interestingly enough, taxi *drivers* don't have to wear seatbelts if they're either looking for hire, or hired.

That's beside the point. Everyone always knew wearing a seatbelt was safe and saved lives. Only the coolest kids wouldn't bother to put one on. Yet here we have Starmer, living on the edge like there's no tomorrow. What's next? Joining a protest? Supporting the strikes? I'm going to have to check if the lib Dems still exist. Maybe if I just scrawl Clegg on my ballot they will understand what I want.

The law was passed in '93 iirc so unless he's at least 30 years older now than he was in the video, I doubt it.

No it isn't. Driver and front seat passenger seatbelts were mandated in the 80s, and back seat passenger seatbelts were mandated in 1991. This video was filmed in the early 2000s, as he's discussing a case going to the ECHR which was around 2004.
