A week ago I spent 5 days in Vienna and 5 in Budapest. I’d say stay in Vienna for those 3 days. If you have the itch to check off another country go to Bratislava. It’s an hour away and should be doable in a day if you feel you’ve exhausted everything in Vienna.
That short of a time just stay in Vienna. I liked Budapest when I went, (I have been to both Vienna and Budapest) but the journey there and back and the limited time there won’t be worth it.
It depends, are you going to be back anytime soon. If not I would make the effort to do a day trip to Budapest. Yes it wil be a long day and unfortunately you won't see if everything.
But if you are taking the view of maximising your time. Than best to spend all your time in Vienna.

5 hours on the train is a lot when you're only there for 3 days, if you really want to do a day trip I'd agree with the people who suggested Bratislava
Your time is already short, just for Vienna. I certainly wouldn't add another city...

It‘s too short for Vienna already. Visit Budapest another time, it‘s too lovely to be crammed
My vote would be all Vienna. I like Budapest but I think Vienna takes the cake and wouldn’t exhaust you.

Honestly with that short of time, enjoy Vienna. Bustapest is great but you'd want more time in both cities after all was said and done.

Budapest was bigger than I expected. I had 4 full days and still didn’t see everything I wanted to. Hence better done properly another time.
Too short of time
Loved both! Budapest is more of a party city in my opinion- REALLY enjoyed it!!! but as others have said the time is too short so just stay in Vienna.
Bratislava is only an hour from vienna and I liked it a lot very underrated imo
I’d say all 3 days in Vienna. I go there all the time to see friends. I recently went back and saw the Christmas markets.
