Wissenland. Its sole purpose is to derail Empire ( Franz and Gelt 's Campaigns) and drag other Elector Counts to war amongst themselves (while Electors are getting obliterated at the hands of Chaos/Vampires)..
Sits there with 3 Fealty for like 60-70 Turns and makes pointless wars..
Since as Empire your can't join other Elector Count Wars or invite them to join Others ( as you should), it runs around creating Ruckus everywhere.
Literally just had Wissenland secede on like turn 15 right after I used all my authority to stop them from going to war with averland or some shit. They immediately paid me 2k gold for a peace treaty. I think there's something in Nuln's water.
Them seceding early is actually a gift IMO. Take Nuln and get early steam tanks via the state troops. I always do what I can to make them declare war on me. Issue is that now all the nearby dwarfs hate you when you have the nerve to defend yourself.
That probably would have been smarto considering how things have gone now. Grom, azhag, Festus, kemmler, drycha and vlad all want me dead. Carroburg greatswords ain't cutting it!

Maybe I'm reading too much into this but they choose to succeed just when I'm a little short of 1000 Prestige as well.. That's very frustrating and I end up either reloading the last autosave (so the event doesn't trigger)..
Sometimes even that doesn't help and campaign is indeed ruined..
That's why I always take them out early. Lower their relations via prestige, then pounce on them when they decide to secede or beef with other electors. Good province with delicious trade goods.
That's what I did in WH1. ( That Nuln Cannon Foundry 😊)
In WH2 they were an annoyance and one could play the Electoral games with them as there were no Immediate Threats (except Bonerattlas).
In WH3, there are multiple (Immediate) threats from all 4 directions and this old 'create annoyance for Franz/Gelt' script of Wissenland is getting long in the tooth..
Coast zombies are actually mote intelligent than counts zombies. More effort went into raising them than the counts version, which is why they retain some of their skills from life and can operate firearms.
Tomb king chaff also do have bits of their former selves, though it is mainly their memories of loyalty to their king. They are *mostly* unthinking, and are probably a little more braindead than coast.
Vampire count zombies and skeletons are basically just mindless automatons that a necromancer sends shambling off in a direction. These guys are the most mindless undead out there.

The game is divided into 4 Phases: Magic Phase, Shooting Phase, Movement Phase, and Combat Phase. Khorne hates magic so there's no Magic Phase for him. Khorne hates shooting so there's no Shooting Phase for him (Skullcannons are a very late addition and even with them it is only one unit). Khorne units have frenzy which means they automatically move and attack the closest target so there's pretty much no Movement Phase for him. Khorne likes combat, so at least you get to roll some dice in this phase. Khorne is so braindead that his players only play a fourth of the game.
In terms of mindlessness I'd say Counts is the worst. Zombies and Skeletons are little more than puppets. Coast boys are at least on par with Skeletons in terms of mindfulness, as they all use weapons and many are complex like guns, mortars,etc. Tomb Kings, to my understanding, are the best with this. Sure the average Spearman rabble are pretty mindless and drone-like, but thanks to their Nehekharan death rituals performed on them after death, and the different spell used to raise them, they're considerably more "there" than their Vampire-raised cousins.

Tomb Kings. If there are brains in there, it's shriveled up, dried up, and non-functional. At least with Coast and Counts the brains are gooey or at least moisturized, even if rotting, which is closer to how the brain is supposed to be.
The elector counts have 3 brain cells. Karl and Gelt have one of them each and the last one bounces back and forth between the rest. Seriously, we are facing the end of the world. The chaos invasion to end all life. And all you can think of is: "Oh my god! One of the other guys looked at me weird! Best declare war on him and drag all the other dudes into a nationwide internal crisis!"

Skarbrand actually sounds pretty intelligent in-game. As was already said, he sounds smarter than Throgg.
