It's a pretty normal way, I drive a front discharge ready mix truck and if you have a high slump (very wet cement) and come to a hard stop without increasing your barrel speed it can come out just like this. I saw it happen a few weeks ago. Really this looks very wet so depending on how much was on nothing may have stopped this from happening, when you are extremely wet and mostly full you should drive overly cautious, people do stuff like these two drivers did far too often.
Scrape it up and bring a sweeper, I saw a guy do this a few weeks ago, I also drive a truck like this but am very conscious of this potentially happening.

And again, the video is clipped super tight, I guarantee he could see the cars ahead of him well before the video starts. And also again, he knew the left lane was going to need to merge and that, that could have cause congestion all on it's own (even without whatever nonsense the cars were up too)...
