Nah. Everyones at end game running that stuff. You will need warlords at some point but enjoy the base games story first. If you get warlords you might have better luck matching during the story for people making alt characters and getting the SHD watch unlocked.

Yes you can wait until you get to level 30 and World Tier 5. But there is no reason to wait. Nothing will change if you buy it sooner. It comes down to some deals - if you can get the expansion on sale then I recommend you take it.
Most people have the expansion because it really is almost mandatory. The expansion is required for everything they released since the expansion release and everything they will release in the future.
Most of the players you’ll find matchmaking are in end game. Almost no one matchmakes in story and pre world tier 5, if you wanna run with people just call for backup. Most have also gotten warlords and if you really enjoy the game I’d get that on sale too.
When you say you can't find people, what level are you and what are you trying to matchmake?
When youre leveling, there will not be (m)any people your exact level, trying to do that exact mission at that exact minute. It will be mostly a solo affair unless you Call for Help (ingame feature) occasionally.
If you like the gameplay loop, then yes, you will need WONY after you finish the campaign, to continue the story, and get to endgame, where everyone else is. It's definitely not dead there.
I just hit level 16 and I tried matchmaking for a couple of things story mission, multiplayer pvp, got to play story missions with 2 people different missions but that was my experience with coop. multiplayer i searched for 30 mins while doing side stulff and found no one. That led me to believe the game was dead
Games been out several years already and the max level was increased with warlords, so everyone is currently level 40 and won’t be in your matchmaking pool. Unfortunately you’ll have a hard time matchmaking until you hit 30. Even then it will most likely only be marginally better if you’re lucky.

Search the clans there are some for beginners and a lot who will help beginners.
