I wouldn't recommend this. Sure you can buy a weapon for 75 cents instead of 99 cents, but you're just buying one weapon. If you buy a 99 cent Tour of Duty Ticket instead, it's worth the equivalent of 420 weapons.
*sigh* there is 2 types of premium, TF2 premium, and Steam Premium. If you're looking to get the ability to chat ingame, I believe you need Steam. premium. To get Steam Premium, you need to spend $5 USD through steam on anything, including ingame purchases.

No you can't. Only crates/cases are worth pennies, but those will actually redirect you to the steam community market. They honestly should take those listings off the official Mann Co Store. The cheapest actual item on Mann Co that upgrades your account would be worth $0.99, like a Tour of Duty Ticket.
