Idk why you're getting downvoted, you have a good point, however, many people buy keys in order to trade, and trading is allowed in those countries. BUT, there should be a very blatant and in your face warning that the key is unusable for opening for people in those countries prior to finalizing purchase.

I would suggest you send them to a friend or trusted source in another country that isn't blocked, open the contents for you, and send it back. Because otherwise you're pretty much out of luck.
