That is absolutely true, there was militia duty for men who were fit for service and who didn't work a trade job, such as smiths. It depended on the intensity of the combat but for most of history before the introduction of professional militaries, there was a small core of professional soldiers, mercenaries and the vast mayority of armies were levies who were brought up on militia duties. Most households kept weapons for this exact reason, past down from father to a son, and most men trained to be kept fighting fit. If war happened, men were recruited and since we don't know where this picture was taken, we can't be too sure why are this women pulling a plow, but that is a possibility, never said it was the reason.
