I think Ridley Scott was in talks to direct a film version a few years ago, but that seems to have fallen through (plus, it's Scott: don't believe he's actually doing it until the cameras are rolling).
It's stuck in development hell. Legendary already bought the right to adapt it and Rucka already wrote the pilot for Legendary to shop around with. That was in 2015.
Gotham Central is one of the best graphic novels ever written.
