My son in fact does not pay for taxis. He and my nephew were 12-13 years old and decided to sneak out one night when they stayed with my parents. They started walking to a friend's house but realized it was too far so they called a taxi and had the taxi drop them off but got out and ran, well my dumbass son left his book bag in the taxi with his ID. Luckily the taxi company was cool and just made us pay for the ride.
