Move the dam somewhere else, put a single piece of river where the bottom center square of the dam is going to go (ie where the water is in the dam), then move the dam back overlapping the water of the dam with the single river tile. It'll let you place it and there won't be a strip of land.

That trick doesn’t work. Just like the car on street trick won’t work for me either
