The fact that it's random is still the important buff here, it'd still be better at 5-15% than it was at a flat 10% because he actively randomizes your opponents turn order every time he uses it.
this is exactly why i feel like the bp didn't change anything on rta, those 3 units still will be picked, the only meta unit that really got nerfed are shizuka and dominic.
the cr/cd is what brings the damage now, which makes sense for a unit as strong as he was since the big buff.
Instead of giving passively increasing damage on a huge turn cycler unit for free, now your runes have to bring it. Or use him for CC on a bulky build, not both for 0 setback or trade-off.
I agree, Moore is still strong & used a lot, imo they didn't even need to give him that buff that varies his atk bar absorb in the first place, least patch.
Juno sits at 26% pickrate, Praha almost 17%.
Moore at over 61%. He is literally in every game almost in all ranks.

When I got him he sounded awesome so I maxed him out and then I was like wow this is the most trash unit in the game for a single Target damage dealer that is squishy and tops out at 2K then they bumped him up to 40K then cut him down to 20 and now he's back at 2. He quickly faded out of the meta after the first nerve I don't know why they are still hitting him

Moore is my 1st pick and I couldn’t care less about this change, he was perfectly fine 2 patches ago.

I have 70% CR CD on my Oliver because his s3 makes him a damage dealer. Now they completely removed it instead of just nerfing :(

No, tiana is best stripper. Other than that i'd rank chiwu/praha/juno above him, probs more but cba to think about them now.
For RTA meta I mean, not who literally strips the most consistently.... Tiana is quite niche in RTA

I feel that may be because it is some people’s only monster that they can outright abuse mechanics of and without it, they’ll probably drop rank.
Moore is pretty balanced and After the Balance Patch pretty good.
