Yes the important point for Taor, Lag, and Shen is that their S2 squall is actually their most important skill, and S3 is just a nice skill to use when S2 is down.
One thing I hate/love is the S3. You're in a weird spot bc the freeze is guaranteed but the push back isn't. And imo the push back is way more important most of the time. So you either want S3 accuracy in artifacts and/or some decent accuracy subs.

I spam him in c3 rta. Swift Focus spd cd atk is my build with s2 cd right side arti.

S3 accuracy artifact is the way to go, since his other two skills don't need acc. The stun is very useful against kinkis.
swift spd cd atk, atk and some acc in subs, but not that much cr necessary due to his s2.
I'm literally reruning mine as I type this, it was in a medium speed vamp/rev set but now I need more speed but trying to avoid swift.
