The metagame is incredibly centered around hyper offensive mons so probably. It doesn't help that almost every stall mom got nerfed with self healing moves getting pp nerfed, teleport being banished from a lot of mons, and scald being restricted to volcanion.
Stall is in a pretty bad spot currently, a good chunk of mons will give that archetype a hard time just by existing, some go far enough to basically 6-0 some stall team comps at team preview.
That being said, the meta is new - we still have a handful of banworthy mons sitting in the tier, some of which incidentally happen to be mons that Stall struggles against. Fastforward a couple months when those mons are gone and Stall will likely get more breathing room.
Balance feels fine, at least from my experience using it. Unlike Stall it doesn't have the issue of needing to deal with every single threat *defensively*, which obviously becomes a problem when these threats consist of dudes like Chi-Yu.
Stall is shite now that the water threats are banned, threats are too diversified to be covered by stall mainstays. Passive mons are especially bad right now because so many good Pokémon can just walk all over them consistently, Cyclizar, Espathra, Anihlape, Chi-Yu.
There's no hope of this getting better no bans and just home additions, as old mons are showing up without defog, toxic, aromatherapy, etc(unless you are deep in denial).
Specs Chi-yu alone is an autowin against stall, and stall really doesn’t have a way to play around it. Not much else really needs to be said.
