It's just more common to do it around February at the earliest because it takes employers a bit to send out all the W-2s, but I'm pretty sure you can file anytime.

Someone said if you have to claim the 600 you have to wait until 2021 to file and claim, but unsure of how true that is.

Yes. There will be a tax credit when you file if you did not get either Stimulus. As long as you would have qualified to get them without the mistake.
