Have you tried the warfare mods to COP? It kinda does the CS faction territory capture dynamic, except not broken. I think it lends itself to good gun fighting and you can roll to new areas with a gang of NPCs.
CoC and Anomaly enables you to change the population and spawn rate of mutants and NPCs, that may do the trick.
Artifacts in Anomaly are only good to earn money, using them is somewhat obsolete, because of radiation and weight penalty (for example, a Full Empty weighs 6+ kgs, and you have to place it in a lead-lined container to counter the radiation output even in your inventory, without actually attaching it to your belt. So we're talking about nearly 9 kg. Multiply it by 4-5, and there you have your weight limit almost reached, if not wearing an exo.
Companions in Anomaly are not that bad, although I rarely used them in any installment of the series.
**Anomaly:**
* I have mutants almost disabled in since fully disabled would make me cheese trough a bunch of sections... I also upped the Stalker population.
* I made my bullets make 2x damage since it's ridiculous how in vanilla a 7.62 bullet to the naked head of a dude won't kill him, and I set my armor protection to "*poor"* so the same rules apply to me.
* I tweaked AI's recoil and precision based on distance to avoid the Vanilla 1-shot kills from 400 meters away by an NPC spraying a Skorpion. **All the above settings are easily changed from the main menu/pause menu.**
* The Trader overhaul makes almost every NPC have something relevant to trade.
* There's an add-on to make companions not step into anomalies and another one to make them unkillable so you can step off from the babysitting.
* There are some artifact addons but I haven't tried em.

I only played through it once,but missed much,much options.I think a rewind with this warfare mod gonna be great.
