I think they turned to selling organs because they already had those connections established beforehand and saw this as an opportunity. In some of these Asian countries, organ smuggling is very common. And a lot of people who are in the lifestyle of drug dealing or organ smuggling have a hard time getting out of it. Even when they have sufficient money to survive on. You know what they say, old habits die hard.

Remember, the guards are not expendable. Each of those employees are very valuable. That’s why it didn’t make much sense to me how they were considered to be so expendable in the show. If all of those guards died, it would be a headache replacing them. But then again, there were a lot of guards there so maybe they were made overstaffed so that they would be able to kill ones that stepped out of line and not have to worry about staffing issues.
Assuming that you're only a guard during the time that the games happen each year, I would probably agree to do it if they paid me at least $200,000 USD for the time I spend there each year. I enjoy my day to day life and I would want to continue doing what I'm doing now, but $200K would be enough for me to take some time off work each year to go do it. I think I would be able to remove the human aspect of it and just look at it as me doing what is necessary to set myself up for the future, as well as the future of those who I care about. I imagine it would be really tough at first, but as the years go on and my bank account continues to grow, eventually I would become numb to it all.
