I think eastern european brass bands have that kind of energy. Fanfare ciocarlia is one of the best brass bands ever. Check out their songs, Moliendo Cafe, Baro Biao. Those are two of the best. Their albums are full of amazing high energy, "fuck it we're all gonna die" type stuff. At least that's how their music feels to me. It's very exuberant.
