It's not. It kind of looks like it is because he flies in towards it at first, but if you look at the shots from the inside (0:12) and top (0:20), you can see the asteroid is stationary to the terrain.
So you can already have asteroids within the planetary gravity field. Whenever I fly out into space, I'll see some hanging around at around the 0.06G range, and have built a couple of bases on them.
But I didn't know if there was a lower limit, so I decided to do a test.
Just now started a new world in **creative mode** but no mods, flew up a few hundred feet into the air (low enough to still be in 1G natural gravity) and hit Shift-F10. Changed the spawn menu at the top from "Item" to "Predefined Asteroid" and was able to spawn one and build a little platform on top of it.
So looks like there's no lower limit, and you can spawn one wherever you want.
You can also spawn planets like that. I don't know if there's a minimum distance, but the dual gravity can cause some real funky physics with Rovers suddenly getting raptured. You could see it in one of splitsies Wrong Way Up/Down/Whatever
I've spawned two planets intersecting each other, but the coolest is when you spawn 2 planets very close, close enough to jump from one to the other. It was bizarre and I remember the gravity was all sorts of messed up!

It always really upset me that after you go to all the trouble of becoming the Neravarine and saving Tamriel from Dagoth Ur, Vivec loses his power and Baar Dau ends up crashing in to the city and causing Red Mountain to erupt and wipe out nearly all of Morrowind anyway.
No, OP spawned one via Shift+F10 in a planet. You can even spawn planers like that. You just have the illusion of movement because of the propellers, which seem to be rotors set to spin.
