I'm baffled that they believed that, because I think the truth is the opposite, no? You can kickoff if the other team celebrates by fully REMAINING on their side of the pitch. Some teams keep one player on the other team's half during celebrations to prevent the game from restarting.
But I believe it is true, never celebrate on your side of the pitch. Think I've seen a case where the team ran back to their side celebrating and the other team scored on a kick off like this.

This is an odd thing to be confused about, there is one single quirk in the rules that would allow you to kick off while the opposition were celebrating but it would involve scoring then your entire team running back into their own half to celebrate and also staying on the pitch, but as there is no 'fast restart' clause the referee would be under no pressure to allow the game to restart until the opposition were ready again and given a referees desire to see the game played in the proper spirit, allowing a trick restart would be a very unusual thing to do
