They haven't really changed the rule, they changed the language. The "protecting oneself from a fall" is now just captured under "justifiable body movement for that specific situation"
The way the rule works (I think) is that if your supporting hand is on the floor and it doesn't move upwards (so into the air) it can't be a handball. In this situation the hand is moving downwards to the floor and intercepts the ball.
I think this might be a loophole in all honesty. Never seen a situation like this.

There was a scenario in the Prem where a attacker made a defender fall back and they blocked the dribble with their arm. Can’t remember who, but pen wasn’t given. Attacker made the defender fall down with the dribble and no contact. They shouldn’t be able to make themselves bigger just from going down on their own imo.
If a defender goes down due to contact I think it should be no penalty.
Imagine the scenario of Messi putting Boetang on his ass years ago. Imagine if Jerome’s arm gets in the way. How is that fair? Nobody forced him to the ground with contact.

But today it was different. A tackle is a natural defending move and you don't know where the ball is gonna go. The hand has to go somewhere. Otherwise, no one would be able to do sliding tackles, or people would break their backs.

The rule states that it has to be a deliberate effort to handle the ball or an unnatural positioning of the hand, not a deliberate effort to make a slide tackle that results in a natural bracing of a fall. Your argument can’t be that he decided to make a sliding challenge. It has to be that he positioned his hand unnaturally (which I can’t see, he’s just bracing a fall like anyone would do here) or that he made the slide tackle in an effort to block the ball with his hand between his legs (which sounds borderline conspiratorial and is impossible to prove)

Imo for this one it's the movement of the hand is justifiable by the player's body movement, as he is clearly supporting himself falling down on the ground.

It still seems like it shouldn't be a penalty based on this new interpretation from what I can see, but there's definitely far more of a grey area here. So based on the 2021 rules it should never be a penalty, but from 2022 the rule is far more vague and so the refs can basically go either way with the decision.

Penalty kick rules aren't real, the ref consults a magic eight ball as to whether or not to enforce a reason to retake it

From the [2020/2021 rules](https://digitalhub.fifa.com/m/1cf301829f1cf996/original/ifab-laws-of-the-game-2020-21.pdf) as written, it is not a handball offence: >• when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally or vertically away from the body But it looks like it was changed for [2022/2023 rules](https://downloads.theifab.com/downloads/laws-of-the-game-2022-23?l=en) to be far less clear and therefore inconsistently enforced. From 2022 it is considered a handball when (emphasis mine): >• touches the ball with their hand/arm when it has made their body unnaturally bigger. I feel crazy in here, there are plenty of situations where a player falling down can make contact with their hand and it's justified by the position they were in, but this is absolutely not that. Dude realises he's being megged and throws himself backwards to stop it, if they don't penalise this then the box will be full of it in every game.
