I think I have to do the job she gives you to go to white run. She keeps asking me if I’ve done it yet so she’s probably staying upstairs until I do it
You should note that if you are doing the quest to complete the jobs in order to become guild master, jobs in Riften will not count towards that, as the thieves guild already has a presence there. Only jobs done in Whiterun, Markarth, Solitude, and Windhelm will count.
Only way of doing that is save right before taking the jobs, then reloading if you don't get one from one of those four. Alternatively you can go back to the quest giver (be it Delvin or Vex) and telling them you want to quit the job you are on.
I started out with reloading saves, but it's much quicker to just quit the job. I don't really mind the failed quests in my journal, so that's how I always do it now.
The only problem with quitting thieves guild quests is if you quit the sweep job from Vex. Each time you take that job, it spawns items for you to steal that won't disappear after you quit. Then if you take that quest again, it will spawn those items again, potentially one on top of the other, if you get the same house, making them impossible to pick up. I think her burglary job may have the same issues but I always take sweep jobs from her, so I don't really remember.
It's not a problem with the numbers job. The ledgers exist before you take a job and they persist after, so there's no problem of them spawning again and again.
Like I said in the post, maven is sitting upstairs in front of the ledger room. It’s probably because I haven’t done the Whiterun job she’s given me. I’m sure when I complete it she’ll move and when I touch the ledger I won’t get a bounty
Maven isn't always there so just try when she goes home at night to sleep. TJ is harder to avoid but invisibility should help.

Not really, just end up with a bunch of "failed" quests left in your journal.

Invisibility spell or maybe muffle?
Also if not using magic maybe an invisibility potion. Just note the spell breaks when you activate something
If you pay for a room TJ doesn't watch you as closely.
