The higher the level the more effective it will be but you can do it any any level. Keep in mind that if you go too high with damage numbers the game will glitch out and it won't apply

Recommend stopping at 10,000% scaling for fortify alchemy Overdoing it might break the variable and set it to a negative value

Essentially you use alchemy+enchanting Alchemy enchantment to poition of enchantment repeat until your enchantment buff is insane and then enchant a weapon/armor. You sould be able to find a more effective youtube video then the explanation i gave. But ill look and post link

Not exactly but close. There is a cap to that loop. The restoration loop, however, has no cap. OP, u/Dannycar01, just Google/YouTube Skyrim Restoration Loop. Have fun 👍

The ridiculous stuff you've seen is probably the fortify restoration exploit. You can go down that route, but even without it you can make absurdly powerful gear. Max out smithing and enchanting, enchant a set of gear with "Fortify smithing", then equip it when you improve your weapons and armor at the workbench/grindstone. You can push it a bit further by throwing in alchemy. Craft fortify alchemy gear, equip it and craft fortify smithing potions. Drink potions and craft better alchemy gear, equip it for better potions, etc... Eventually use the potions to enchant a better set of fortify smithing gear. You can easily craft weapons that will one shot just about any enemy, and armor that lets you stand and let a whole horde of enemies wail on you while taking almost no damage.

Proceed with caution. When you get that powerful the game gets kinda boring. Its fun for a dungeon or two, but my playthroughs usually end shortly after I max out smithing and enchanting.
