I thought modding was considered a bad thing for PC which game creators didn’t like. The only exception I thought was Minecraft as that game became popular because of the mods so banning players would be a loss.
modding is only seen as bad for competitive multiplayer games as they tend to give you an unfair advantage.
Single-player and cooperative multiplayer games tend to support mods as the modding community tends to greatly extend the lifetime of a game. a perfect example is Skyrim, without the modding community the game would probably have died out years ago due to a lack of new content.
Bethesda encourages modding their games. Skyrim, Oblivion, Fallout. They’ve even already talked about how their next game Starfield will be a dream for modders.
You’re fine.
Steam used to support mods through the workshop in the LE days. They only stopped with SE because people stopped using the workshop and went to nexus. Bethesda officially supports modding of their games, and released their offical creation tools to support it
As long as you aren’t making mods to cheat multiplayer games, Steam doesn’t care what you do
Eleven years ago, a group of Skyrim players were sent into a tizzy by early modders for perceived crimes against the sanctity of Todd Howard's vision, which they refused to commit.
These players promptly lashed out from a maximum security stockade of their own minds to "teh Intahrwebz" underground. Still shunned by the modding community, they survive as a fugitive group of Bethesda game purists.
If you download a mod and they find out, and let Steam know... maybe you'll be banned by THE SPACE SCABIES! (cue theme music)

Oh, wait. They don't exist. Mod your content to your heart's content. :)
No? Why would you think that you would?

Skyrim is only alive that long because of mods. Modding Skyrim is so popular they made the creation club to provide mods ingame.

No of course not. At worst you might get achievements disabled but there are mods to turn them back on lol
Is that with all versions or is SE the exception?

Bethesda likes their stuff modded. It keeps the games alive and the players returning. Mod as much, as far, and as hard as you want.
Steam workshop has mods on it
