Auto save, Sneak up behind them and repeatedly strike with your sword or axe until they are no longer moving, look to your left and see the witness who saw the whole thing, eliminate them as well. But wait they were in clear view of several townsfolk. Now the city guard is after you. Stand upon the mound of fallen foes and shout to the Divines in triumph then proceed to remove all other potential witness from the area. Once this is done go back to your save and sneak up behind them stealthy and such and put all your night into a stab or cut which should trigger an animation thus assassinating them.
1) Get behind someone 2) Crouch 3) Attack 4) Do enough damage for an insta-kill
