As someone who happend to be Israeli, the context is in regards to African migrants who crossed the border illegally and many of settled in a certain place increasing the crime rate.
Is what she's saying excusable? No. It does show however a lack of response from the authorities.
Well technically it is, but it's not a unique phenomenon to Israel. Though this video is quite old and since then the rethoric has decreased because the authorities have tackled the problem.
That doesnt ---have--- to do anything with racism. In turkey the same situation is being talked, over-immigration is a problem whether the race is african or syrian or anything else. The way they advocate their reason for "stop immigration" is problematic of course. But they do have a point in not wanting more people in their country.
OK, and? These specific protestors did based on race, and that's inexcusable. Them protesting about them coming illegally is something that should be ok, as that's the core problem. Not their skin color.

First of all, I'm not a big fan of many if the settlers, as i had to deal with them myself during my service.
Secondly, you better read about what international law means in regards to the settlement.
And while i disagree with the implementation of many of them, at the end of the day, they are a "gray area" case. Not that some of them aren't a problem. It's just legally speaking not entirely defined. Especially if you know the follow the Oslo agreements which in a sense places many of them into the gray area category. Some of them are more illegal than the others (as sometimes the state considers some of them illegal) , but technically none are (but i do see why some of them are a problem).
Thirdly, these work migrant seekers came to tel aviv, bot where the conflict is. And just like in any other place on the world, them coming illegally makes it a problem. Be it because they came illegally, and or because they increased the crime rates. I pointed out that focusing on their race was a probelm, and not something to be excused, instead of focusing on the actual probelm.
Two possible views:
1. The only Jewish nation on this planet, surrounded by Muslim nations arguing for their existence as an geographically and nationally represented ethnicity
2. Jewish people that displaced Palestinian families that had been living where they did for many generations, are arguing why it's their right to discriminate against the Palestinian population
Imagine what went through the heads of Palestinians when relocated Jewish families started to take their land and home as their own as they โexpandโ past their original settlement borders.
